An inadvertently leaked and now widely circulated Ministry of Environment memo says there is no provision to compensate land owners for land restrictions forced by the provincial Clean Water Act.

The province "did not intend there to be compensation for the imposition of land use restrictions,"said the memo writer, Source Water Protection Programs director Ian Smith.
